The store is overwhelmed because of Steam Deck OLED but according to the IMO reasonable assumption of another commenter the free button was added by mistake too early because HL’s 25th anniversary is apparently coming soon.

I think thanks to Steam Deck OLED launch the store is fucked up right now:
It’s already back to working for me (frankfurt data center) and I was able to order my new deck.
For me the free button is now gone completely:
