Maybe not the best option at the moment, but the GTX 1660 TI was a really good value for a long while. About the same power as a 1070. Could probably get one cheap used.
I got an open box Sapphire RX6600 for 200 USD out the door at micro center earlier this year.
Seeing these on eBay UK for £100-£160 used, so about the same.

If you get lucky you can find a 3060 12G card.
It depends on the games you want to play. Other shops have it slightly above, at 230 or so. Otherwise there is not much you can do. Maybe look at used cards instead.
They say the Intel Arc B570 is good value. I have the A750 and have been rather pleased so far.
200 Euros? You aren’t going to get anything new for good value with that budget, unfortunately. You’re looking at a minimum of 2 generations behind current.
RTX 30 series cards (although avoid anything with less than 8GB VRAM if possible), equivalent AMD gpus, or anything from Intel ARC with decent VRAM could fit the bill, all of it would be used though.
VRAM is usually your bottleneck when it comes to cheap cards, so look out for anything with at least 8GB.
Even 12GB honestly feels low these days. I have a 4070ti that I regret buying because I still run into VRAM bottlenecks and I don’t even play in 4k. I guess if you’re content with 1080p you might get away with it but I’d be super weary about buying anything with only 8GB.
Depends what you play, I have a 8gb rx 6600 and I don’t really have any problems at 1440p
A 12GB card for 200 euros or less would be incredibly far from reality, unfortunately. Maybe if they bought a 1080ti, but that’s not the greatest move in 2025.
I was just warning them to set their expectations. It’s a sad state of affairs.
