Even if you’re playing an absolute saint of a playthrough, your actions prior to that were neglectful at best. Not just your division but the entire police force is in the pocket of the regime. Half the people you interact with don’t trust you, from the get-go. The whole fucking game is screaming ACAB while still allowing you to engage in a wonderfully crafted world that plays on the tropes of a buddy-detective story.
