It only took Epic talking to Apple and agreeing to follow the rules this time to get their account reinstated.

Epic agreed to follow the rules before the ban, not the other way around. In fact, the email cited was February 23rd, over two weeks ago.
Apple 100% made the move in bad faith, and are saving face with “we decided to unban them because they agreed to follow the rules”.
I read the day Epic was banned that Sweeny told Apple via email they would comply.
I can’t find a link coordinating it, pls share if you have evidence that epic backtracked
