A feature of an OS is something that comes with the OS. “Being able to download an app” is a feature of the OS. “Being able to use a camera as a webcam” is a feature of an app that you downloaded. You’re wrong but you’re just arguing semantics dishonestly because otherwise you have to admit it’s not a feature. If it was a feature of the OS, you wouldn’t need to download something to get that feature.
