ESA says members won’t support any plan for libraries to preserve games online

Libraries' attempts and proposed plans for archiving older games don't strike a chord with the ESA, which still thinks it remains publishers' burden.

I trust ESA, they said loot boxes aren’t gambling, they totally care about preservation and consumers.

From their own website:

The Entertainment Software Association serves as the voice and advocate for the video game industry. Our mission is to expand and protect the dynamic worldwide marketplace for video games.

Their membership is almost entirely large games publishers and they only look out for their best interests and the market.

Take a look at their open positions, half of them are legal jobs protecting IP. https://www.theesa.com/about-esa/

Why should we care about what ESA says? They are literally Game Publishers. Preservation is for the art aspects of video game, not for business interests.
