CBP is claiming that they can’t comply with the refund order as quickly as they want because of technological and manpower excuses. They’re claiming that the large number of refunds and the current manpower is limiting their ability to quickly issue these refunds.
The article states $166 billion in duties and tariffs total, not from Nintendo products. It doesn’t actually state an amount for Nintendo in particular.
